I'm away to get hers when she's back. The actual. | 00:00:00
Good evening everybody and welcome to the January Watkinsville City Council meeting. | 00:00:13
We have a quorum here tonight. We have 3 council members here. We have one who is out in our. | 00:00:19
Is. | 00:00:24 | |
Brett Thomas, who is again joining us from Kuwait. | 00:00:25
Councilman Thomas, how are things, How are things in the Middle East at 4:00 AM? And you offer a word for us real quick. | 00:00:30
Yeah, it's the the weather here is very similar to the weather in Watkinsville actually. It's just the difference is there are no | 00:00:37
trees in Kuwait and the wind blows at 20 miles an hour pretty constantly so. | 00:00:45
It feels a little chillier here during the during the winter months than it does in in Watkinsville because of the the just the | 00:00:54
wind, but things are great here. I appreciate the support of Watkinsville residents. Allow me to do this and and continue to | 00:01:00
support the residents from from afar. | 00:01:06
We will do so. | 00:01:54 | |
Yes Sir. Yes Sir. I do not need to be in the photo necessary. | 00:01:59
We'll do it this way. How about what gives the best photo op right here? | 00:02:04
You don't want me in the picture, All right, Someone else be in the picture. That's right. | 00:02:10
Very good. I'll, I'll be doing unless you want to do the repeat after me. I'll just read the whole thing if that's OK with you. | 00:02:16
All right. | 00:02:24 | |
Are we good? | 00:02:26 | |
Very good at this time. Let's see if I can do this all My left hand. Raise your right hand please, Sir. | 00:02:28
Do you, Jeff Campbell, solemnly swear, affirm that you will faithfully execute the office of Council Person of the City of | 00:02:35
Watkinsville into the best of your ability support and defend the Constitution of the United States, the Constitution of Georgia, | 00:02:42
and the Charter ordinances and regulations of the City of Watkinsville, and that you are not the holder of any unaccounted for | 00:02:48
public money? Do this State or any political subdivision or authority thereof. | 00:02:55
Without fear, favor, affection, reward, or expectation thereof, you can say I do or I do, So help me God. | 00:03:38
Congratulations and. | 00:03:45
For the record, I administered the same oath to Councilman Thomas and Councilwoman Tucker earlier today via FaceTime. So we use | 00:03:49
technology. | 00:03:54 | |
All right. Thank you, Joe. We have a quorum here. And since we have done the quorum check, we've done the swearing in, we can now | 00:04:06
do really begin the meeting with the Pledge of Allegiance. Mr. Dallas Leda from the Oconee County Schools is going to lead us. | 00:04:13
I pledge allegiance to the flag of the United States of America. | 00:04:22
And to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. | 00:04:26
Thank you, Mr. Laduff. And with that, our first item. We are excited to learn last month that we have a new. | 00:04:39
Downtown Development Director and Kate Patterson is here. Kate, if you want to step up to the microphone, I'll give a brief. | 00:04:47
Introduction Kate is the first employee of our newly formed Downtown Development Authority, which has a board of its own. | 00:04:53
Is a self governing body and has the capability to do some new and exciting things for downtown Watkinsville. So Kate, I just | 00:05:00
wanted you to have the opportunity to introduce yourself to Watkinsville Citizens and. | 00:05:05
Council tonight, maybe share a little bit about what you've been up to and what you see coming down. | 00:05:11
What you see coming down the Pike? Sure. Thanks. Like Mayor said, I'm Kate Patterson. I am really excited to be here in this new | 00:05:15
role. My husband Alex and I have three kids. We live in the county, got three kids in Oconee school system. | 00:05:23
This week. | 00:05:33 | |
About a week and a half on the job, so I've been focusing on some Downtown Development Authority training. Umm, learning the | 00:05:35
legalities, all the insurance and outs of actual Downtown Development authority. So. | 00:05:41
Really excited to get started. We had our first downtown development authority meeting today and have lots of things we're going | 00:05:48
to be working on strategic planning wise so. | 00:05:52
That's. | 00:05:57 | |
Thank you. All right. Well, Kate, we are thankful for your service. Watkins was fortunate. We've got a really healthy downtown | 00:05:59
compared to others. But you know most of you probably heard the book good to great and I think that's where we are with | 00:06:03
Watkinsville we. | 00:06:08
Good downtown, but our mission as a council is to make it a great downtown. And what we realized is we needed. | 00:06:12
Intense focus on that and you know usually when you have focus plus talent equal success and so we've got a talented board and a | 00:06:18
talented director and Kate, we look forward to seeing what you do in the years ahead is. | 00:06:24
Downtown development director, So thank you. Yeah, OK. This meeting as all of ours are, is being broadcast simultaneously online. | 00:06:31
We use a system called Suite 1 to do that. That allows citizens to observe and see the meeting is a live stream and also see our | 00:06:39
agenda items. So we have people watching and that's also archived on the city website. | 00:06:47
This information is always posted. The agenda is posted a full week before the packet is posted on a Friday. | 00:06:56
With that, we will move on to the formal agenda. First thing up is the approval of the December 21st. | 00:07:32
Minutes. Council has had those. Do we have a motion to approve the minutes? | 00:07:38
And make a motion to approve. Do we have a second? | 00:07:42
Motion the second Any comment on the Minutes? | 00:07:47
If not all in favor, say. | 00:07:49
Any opposed motion carries 4. | 00:07:53
Next up, we have the approval of the agenda. I don't think we have any changes for the agenda this time. Just note that once we | 00:07:57
approve the agenda, the items on the consent agenda are not up for discussion. We'll pass those as a body. Do we have a motion to | 00:08:01
approve the agenda? | 00:08:05
Make a motion to approve the agenda. Do we have a? | 00:08:10
Any discussion? | 00:08:14
All in favor, Say aye. | 00:08:16
Aye. Motion carries 40. We'll move on to administration. This is. | 00:08:19
Where the manager and police chief will walk us through our financial position and any Police Department updates. | 00:08:25
And with that looks like first we actually have to do. | 00:08:33
Election of the Mayor Pro Tem. So this happens. | 00:08:36
Every year. Am I right, Joe? Or is it every other? Doing manually at one point is biannual, but I think we can do it annually. OK, | 00:08:40
so election of the mayor Pro Tem. So our current mayor Pro Tem is Councilwoman Tucker. She's not here tonight. She has not | 00:08:46
indicated she's not interested in being Mayor Pro Tem, but I think we would need a nomination. | 00:08:52
Councilwoman Tucker or anyone else who wants to serve as Mayor Pro Tem tonight, please put forward a nomination and then we'll | 00:08:59
need a second. We'll vote on. We'll have a discussion and vote on that as we need to. | 00:09:04
I nominate Christine Tucker for Mayor Pro Tem. | 00:09:10
All right. I'll second, Christine. All right. We have a motion. We have a second. Do we have any other motions for another | 00:09:14
candidate for mayor Pro Tem? | 00:09:17
All right. Hearing none. We have a motion. We have a second. Do we have any discussion of that motion? | 00:09:23
All right. Hearing none. All in favor of the motion. | 00:09:27
Say aye. | 00:09:31 | |
Aye. Any opposed? | 00:09:33
Motion carries 40. We will let Councilwoman Tucker know she's been elected Mayor Pro Tem. And with that we'll move on to the part | 00:09:35
I was describing before financial reports and Police Department reports. Sharon, OK, everybody should have received in their | 00:09:41
packet the balance sheet as well as the revenues and expenditure report through the end of December. If you have any questions, | 00:09:46
let me know. We are tracking. | 00:09:51
On we're on track, so no major concerns at this point. On the on the SPLOST reports, we have remind everybody SPLOST One have a | 00:09:58
little bit more than $240,000. | 00:10:04
Ends floss two, we have a little bit more than $900,000 and those two, those two funding amounts will fund the sewer line, a | 00:10:11
project that's currently under construction which. | 00:10:16
I believe is to be completed sometime later this summer or early summer depending on how the weather treats it. So, but that's | 00:10:22
where that money will come from. We have a little bit of extra in there which may help if we end up going if the project goes over | 00:10:29
there was some contingency built-in. So we will address that as we get closer to completion of that project. | 00:10:36
The Splash Three report just a reminder that those projects include monies that have been spent. | 00:10:44
That are shown in the Gray column were spent on the fire Fire department's jaws of life and some future capital monies have been | 00:10:51
set aside for the Police Department Harris Shoals Park. The projects that are currently underway right now is the site improvement | 00:10:57
plan which you approved last month has to do with the paving and parking and then some Rd. money for Layla Lane. Earlier this year | 00:11:02
we had. | 00:11:08 | |
To resurface Layla Lane and deal with some stormwater issues and under that road. So that's what those monies have been spent for. | 00:11:14
We still have spent on We still have a fair amount of projects outstanding on Splice 3. | 00:11:20
And money still coming in, so. | 00:11:27
Let's see, there's just a report for you. I am there is a little bit of a discrepancy. I'm checking with the count, check with | 00:11:31
County today, a little bit of discrepancy on the Splice 3 report and are lost. But we're working on that and we'll provide an | 00:11:36
update when I get that information. But we are way ahead of where we were last year. I don't know, this is just through November. | 00:11:41
This is the money we received in December. So I don't know if it really captures a lot from Costco because Costco opened in | 00:11:46
November, but. | 00:11:50
Yeah, it is what it is. It's up 15% is pretty good. | 00:11:57
And then the ARP. This is the American Rescue plan money that is still not been appropriated. I know the council has considered | 00:12:02
holding that right now until we find out about some grants because we'll need some matching funds. These funds are available for | 00:12:07
the council to be used. | 00:12:12
However they wish there are no restrictions on these monies anymore as the standard allowance was approved. | 00:12:17
Affirmatively by the council back in April. So these are basically general fund money, but we're keeping them separate for | 00:12:23
accounting purposes, both for the federal government and for ourselves. So that's a little bit of money that Y'all will still have | 00:12:29
to make some decisions on. We'll talk about that probably at the retreat at some point. | 00:12:34
Any questions on any of those reports? | 00:12:40
On economic development, we've had 16 business business license renewals come in. | 00:12:45
Those are all due. March 15th is the deadline before the penalties start accruing, so they're steadily coming in. | 00:12:52
And then we've had six alcohol license applications. | 00:12:58
Those are only needed when there's, well we have renewals. But then we had a brand new and Lala's which I believe came was last | 00:13:01
month came forward. I don't and I haven't heard any more about when they're going to open. I thought they were going to open next | 00:13:06
week, but we haven't heard any more about it. I don't know if it's still happening. | 00:13:11
And then excise tax collection report. So alcohol. | 00:13:18
There may be some numbers missing in December. We're still trying to some of the some of the stuff doesn't come in exactly when | 00:13:24
it's due. And so it just depends on when it comes in. It's due the 20th of every month. So that could be part of it. Julie is | 00:13:28
checking on a couple things that the mayor asked us about and again we'll give you an update on those. | 00:13:32
On the Hotel Motel we are now getting that, although we did not apparently receive December, but it looks like we've at least. | 00:13:37
Addressed and found the the company is now paying us and realizes they have to pay us. So we're working on that. We also have some | 00:13:44
issues with the luxury in which I'll we'll talk about perhaps a little bit tonight but with their tax issues. But we're getting | 00:13:49
all that ironed out. It's new and we're excited to to see the the money's come in and and we'll help support the community | 00:13:55
Morrison. | 00:14:00 | |
On the plans permits, we had 9 permits for 9 different projects. | 00:14:06
Any questions? | 00:14:11
All right. And just, Chief, we'll turn it over to you for the update. Good evening, Mayor and Council, always a pleasure to be | 00:14:17
before you in the evening. | 00:14:20
I submitted a report last week with statistics and road traffic data information. Is there any questions for me in reference to | 00:14:25
any of the material I provided? | 00:14:29
Did the speeds look, the speed? The average speeds look really low to me in December. Was that OK? Great. I don't know what the I | 00:14:35
was going to point out. The Simonton Road Bridge Inn has been consistently at a 85th percentile, a 41 mile, 40 to 41 miles an | 00:14:40
hour. | 00:14:45 | |
Through some increased effort, we have dropped that to 36 mph, so that's a significant decline. | 00:14:51
In a very short period of time and that's just purely based on the fact that I've. | 00:14:57
The ability to staff a number of officers out there on that roadway and stopping people and having some conversations on the | 00:15:01
roadside, so. | 00:15:04
Absolutely. And I also included a data sheet on. | 00:15:09
Variable mesh design where it's located currently on Pre St. has data for free street so. | 00:15:15
You need if you if you need or want numbers as far as traffic counts and things like that. I've got a little bit for you to look | 00:15:20
at it further. | 00:15:24
Court client is not playing on her phone during the meeting. We're trying to get our Councilman from Kuwait back on the line just | 00:15:29
so that the public is aware. | 00:15:32
Can you hear me? I'm not sure. It's OK We got you back. Technologies, our friend. | 00:15:38
Any. | 00:15:47 | |
Any questions for the chief? | 00:15:48
All right. Thank you. | 00:15:50
All right. Next up, we have a consent agenda. As I discussed, we approve the agenda before. So these are items we won't discuss, | 00:15:56
but you've had the opportunity to review. I'll entertain a motion to approve the consent agenda. | 00:16:01
Make a motion to approve the consent agenda. | 00:16:08
All right. Do we have a second? | 00:16:11
All right, We have a motion. We have a second. Any discussion of the consent agenda? | 00:16:13
Hearing none all in favor, say aye. | 00:16:17
All right, we have public hearing. We have no public hearings tonight, but we do have an appearance. | 00:16:22
Welcome back our friends from the Oconee County Schools. It sounds like tonight we are looking at the site Improvement Plan. | 00:16:28
Urban Forest Protection Plan and Wastewater capacity allocation. | 00:16:34
So welcome back, Mr. Ladduff, and we'll let you. | 00:16:37
Stand there while Mr. Campbell makes his presentation about what we're looking at. | 00:16:41
Miss Dickerson will brief us on wastewater capacity. | 00:16:47
And then we will have you make some comments as necessary. | 00:16:50
Thank you, Mayor. I would like to actually talk about both the site improvement plan and urban forest plan if possible. I talked | 00:16:53
about that with Councilman Thomas as well. So I'll start with the site improvement plan that you should be familiar with this site | 00:16:59
based on the the previous meetings in the last few months. And so the the total acreage of the site there on North Main Street is | 00:17:05
about 6.65 acres. It's his own downtown, it is currently vacant. | 00:17:11
There's some some pictures of the property, again as far as where it is located. | 00:17:19
In relation to the rest of downtown and then you can see some recent pictures of the current state as a vacant piece of property. | 00:17:23
A portion of it is is wooded and the applicant submitted extensive site development plans that wouldn't just include A1 page | 00:17:31
sheet, which is maybe similar to what you would see here on your screen, but it was multiple pages including things such as | 00:17:38
grading, drainage, storm water. There's a hydrology report that was associated with that as well, also erosion control plans. | 00:17:45
The details of what we would need for. | 00:17:53
I just don't have that approval as of tonight. So that would be one of the conditions that was listed. And finally, I know we're | 00:19:00
going to talk about wastewater a little bit, but the City of Watkinsville does not control the water and sewer in the city of | 00:19:05
Watkinsville. That does have to go in front of Oconee County Water Resources. So that would be a final condition there. So that is | 00:19:09
the site improvement portion. I'll now shift to the Urban forest. The Urban Forest Board met last week to discuss the detailed | 00:19:14
plans that were submitted. | 00:19:19
These plans meet the requirements. | 00:19:24
That's easy enough to resolve, but it was just a comment from the Urban Forest Board again recommending approval with those | 00:19:58
conditions, so I'll be happy to answer any other questions you might have as it relates to site improvement plans or urban | 00:20:03
forestry. | 00:20:07 | |
Thank you, Mr. Campbell. | 00:20:13
Just a reminder, we have, we haven't talked about urban forest or urban forestry in a while. So for benefit of the members of the | 00:20:16
public who are here and online, that's designed to ensure doesn't prevent people from cutting trees down, but it's designed to | 00:20:22
ensure that trees are replaced at an appropriate rate and over time we continue to maintain our tree canopy in Watkinsville. | 00:20:28
Manager Dickerson, I'll leave it to you to talk about sewer capacity. Sure. So thank you, Mayor. So right now, the council has | 00:20:35
allocated 86,490 gallons per day of the 100,000 gallons per day of capacity that was granted through the intergovernmental | 00:20:41
agreement with. | 00:20:47
Or the amendment to the 1991 water and sewer agreement with the county. | 00:20:53
So when the applicant submitted their paperwork, they submitted for a lot more than what we thought they needed based on some | 00:20:59
information. I spoke with Mr. Richardson about this as well and and Joe Moon as well, the. | 00:21:06
We can certainly come back and look at that after a year, but I think the 24,000 gallons per day that the person said was not not | 00:21:47
correct, so. | 00:21:50 | |
So we're recommending approval of 2063 gallons per day for their facility I believe you are looking at. | 00:21:54
July of next year having it available, have it or needing it available next July. So we'll put that on our tracking worksheet as | 00:22:03
well. We keep track of that. You do the the only requirement on that is that you do show progress on your building plan within six | 00:22:09
months otherwise the council can decide to to retrieve that that capacity back should they grant it. | 00:22:15
That's the only. | 00:22:22
OK. All right, Mr. Ladduff, any comments for the benefit of the council? Just so we appreciate y'all's consideration. We believe | 00:22:26
we've addressed the concerns raised by the council at the last meeting we attended and we look forward to getting started and | 00:22:31
being in the City of Watkinsville. | 00:22:36
All right. Thank you, Mr. Linda. I think we're all also very excited about the building and the school system remaining in | 00:22:42
Watkinsville and what that means for North Main Street in that quarter. | 00:22:47
Council, do we have any questions for Mr. Laduff or for city staff? | 00:22:54
I see heads shaking, which would indicate to me that we don't. If there's not, then we will need a motion. | 00:23:01
To adopt the site, improve. To approve the site improvement Plan, the Urban Forestry Protection Plan, both of those with. | 00:23:06
The conditions as outlined by. | 00:23:13
And the sewer capacity allocation and can we do all that in one motion, Jeff? You can. OK. So that would be the language of the | 00:23:16
motion unless council corrects me. | 00:23:21
Can we say so move? Yes, there we go. We have a so move. Do we have a second? | 00:23:26
We have a second, all right. Any discussion now that we have a motion in A? | 00:23:31
All right, All in favor. Say aye. | 00:23:36
Aye, all right. No opposed motion carries for. | 00:23:40
All right. Thank you, gentlemen. Appreciate you all being here tonight. And I think is this the last time we'll see you. | 00:23:44
Mark. OK. All right. Three in a row. You're welcome to come back next month and make it four or five. OK, great. Sounds great. All | 00:23:50
right. | 00:23:54 | |
All right, Old business we have none. New business we have. | 00:24:00
And receipt of an annexation petition from the owners of the luxury inn, That's something we don't see very often. So manager | 00:24:05
Dickerson, are you going to? | 00:24:09
Walk us through anything going on there. I know we have a little bit of information. Yeah, I'll provide some information. I'll let | 00:24:14
the attorney handle the legal aspect of it. So Mr. Botka and his wife own a parcel that actually is split in half by the city and | 00:24:19
the county. | 00:24:23 | |
And when the city passed the hotel motel tax last year, that has created a little bit of an issue because they have 11 units in | 00:24:28
the city and seven units in the county. | 00:24:33
There's some monies that will we will collect and we will then transfer to the county for their hotel motel. | 00:25:10
Joe, I know we're not. This isn't for action tonight. Is there any legalese we need to read into the record? Not necessarily. | 00:25:18
Again, this is for information only. Next month we'll go through the standard process that you've seen on a number of occasions | 00:25:24
over the years. We'll have a zoning hearing. The request has been made for it to be zoned the most similar city zone as is | 00:25:30
currently zoned in the county. After that, you'll have an annexation hearing and then an annexation vote if you deem it | 00:25:36
appropriate to annex the property. | 00:25:42
And do so then finally you will have a zoning vote and that will conclude the process that will be all next month pursuant to | 00:25:48
advertisement manager Dickerson and I have gone through that together, come up with the advertisement, the signage, the | 00:25:54
notification, the county that went out I believe end of last week. So we're following the steps. Once that process is complete, | 00:26:01
we'll notify DCA, they'll make a map change and that will that will accomplish it. | 00:26:07
Any questions? | 00:26:14
Soon as we get those maps updated, something changes on them. Sounds like but OK, so we'll hear more about this next month. | 00:26:17
Chairman Daniel and I did discuss this annexation and he did not indicate any opposition to that. Correct Sir? | 00:26:23
OK. | 00:26:30 | |
Especially the Sheriff's Office. Welcome, Chairman Daniel. You snuck in. We're we're glad to have you here. | 00:26:32
And I always appreciate you making time to come to Watkinsville. | 00:26:39
All right. Under other new business, we also have an ordinance amendment related to our order of business. So Mr. Reitman, if you | 00:26:42
could speak to that please, Sir, this is housekeeping. You may recall that Councilman Garrett did the 630 motion is his very first | 00:26:50
motion, his first meetings Council member a year or two ago we papered it up, but there were a few locations where we also need to | 00:26:59
synchronize it. That is the purpose of this. And going from memory, I think it was 2 dash 23 and two dash 26, is that right? | 00:27:07
It was not just two Dash 26, it was another provision that I think Madam Manager caught as well. | 00:27:15
And as you can see simple change 6:30 instead of 6. There's also clarification reiterating what's already been placed elsewhere in | 00:27:21
our code that the first organizational meeting will be third Wednesday of January, IE tonight to synchronize that with the change | 00:27:28
the third Wednesday implemented some years ago under Mayor Ivey. I think that was so at this point it would just be a so moved | 00:27:35
unless there any questions or comments. | 00:27:42
So. | 00:27:50 | |
All right, we have a motion. Do we have a second? | 00:27:52
We have a motion. We have a second. Any comments on? | 00:27:55
What we finally recall, remember as the great compromise as we debated 6:00 or 7:00 for our meeting so. | 00:27:58
All right. Hearing none. All in favor, say aye. | 00:28:06
Aye, aye from Kuwait. And so that motion carries 4. | 00:28:10
And we will move along to public comments. We do have a few guests here tonight. | 00:28:15
Welcome Missus Ashford, one of. | 00:28:20
Prominent homeowners and new homeowners in Watkins. But we're glad you're here along with your guests. I'm not here if you're not | 00:28:23
sure if you're here to make any comments tonight. If you are, you can come forward and address the council. | 00:28:27
OK, here to observe a welcome Chairman Daniel, any comments from you? | 00:28:33
Always a man of few words, but we're glad you're here. | 00:28:38
Any comments received online or via e-mail that need to be read into the record? OK, we received no comments. | 00:28:41
We will move along to the mayor's report. | 00:28:47
And just a couple items tonight. We had some scouts out here working a few Saturdays ago. All of you probably have seen the dry | 00:28:52
stream bed that was installed adjacent to City Hall as part of the Miracle League project that was designed to capture a lot of | 00:28:58
the run. | 00:29:03 | |
With the project, one of the challenges with that project is it was installed prior to the grass going down. So they installed the | 00:29:09
rocks. They installed the dry Creek bed. Guess what went in the dry Creek bed? A bunch of mud. So we had a Boy Scout troop come | 00:29:14
out and they removed. | 00:29:19
Our city crew had done a little bit so I don't want to over credit, but they removed thousands of rocks. | 00:29:26
Dugout All the mud they picked up, all of. | 00:29:31
Landscape fabric and And then we relayed the landscape fabric, redid the dry Creek bed. It's about 90% complete mark and his team | 00:29:36
will do it so. | 00:29:41 | |
Troops 7 came out and did what averaged about 40 hours. 40 man hours of work is what it turned out to be two Saturday mornings ago | 00:29:46
and did a great job, so we're thankful for. | 00:29:52
The Scouts of Troop 7 for coming out and supporting us and thankful for Mark's leadership on that project and we also had Alex | 00:29:58
from Public Works helping us on that. They did a great job with the boys. | 00:30:02
Next up we have. | 00:30:08
I don't have the picture. Don't have the picture. OK, we have. | 00:30:11
We work has begun at Rocket Field. The the foundation was poured today for our new scores tent and backboard at Rocket Field. And | 00:30:16
so that's one of the first steps in that project. I think we're still anxiously awaiting demolition to occur on the dugouts and | 00:30:22
work will begin. We've also priced out the power poles. | 00:30:29
So a lot has happened in there, even though it doesn't look like it yet and equipment is on site. So any day now we'll see that | 00:30:36
work begin in earnest and continue to be excited about that. | 00:30:40
And then finally, we have a birthday coming up on January 21st. Councilwoman Massey, Happy birthday. | 00:30:46
In advance. So Connie always does a great job of celebrating holidays and everyone else's birthday, so we want to be sure we | 00:30:53
recognize yours. Happy birthday. | 00:30:57
I think that's all for the mayor tonight. So with that we'll move along to council reports. | 00:31:02
Councilman Garrett, if you have anything proposed, 1. | 00:31:08
That's where that hole is formed there, right. OK. I was wondering what they were doing. Thank you for the update. | 00:31:14
All. | 00:31:27 | |
Councilwoman Massey, any updates? | 00:31:28
OK, Councilman Thomas, we got an update from Kuwait. Do you have anything on the City Council front to offer tonight? | 00:31:32
Not this evening. Thank you very much. OK And Councilman Campbell, any updates for me? | 00:31:39
Nothing tonight. Nothing tonight. OK. Looks like we might have a short meeting tonight. I don't have a need for executive session | 00:31:46
unless one of you does. Or if our attorney does. | 00:31:50
OK, I don't hear any need for executive session. Y'all I'll entertain a motion to adjourn. | 00:31:57
If there is one, make a motion to adjourn, do we have a? | 00:32:04
We have a second from County. All right. All in favor of adjourning. Say aye. We are adjourned. | 00:32:08
No. | 00:32:15 |

No. | 00:32:15 |
