Introduction Kate is the first employee of our newly formed Downtown Development Authority, which has a board of its own. 00:04:53
Is a self governing body and has the capability to do some new and exciting things for downtown Watkinsville. So Kate, I just 00:05:00

role. My husband Alex and I have three kids. We live in the county, got three kids in Oconee school system. 00:05:23

About a week and a half on the job, so I've been focusing on some Downtown Development Authority training. Umm, learning the 00:05:35
legalities, all the insurance and outs of actual Downtown Development authority. So. 00:05:41
Really excited to get started. We had our first downtown development authority meeting today and have lots of things we're going 00:05:48
to be working on strategic planning wise so. 00:05:52

On we're on track, so no major concerns at this point. On the on the SPLOST reports, we have remind everybody SPLOST One have a 00:09:58
little bit more than $240,000. 00:10:04
Ends floss two, we have a little bit more than $900,000 and those two, those two funding amounts will fund the sewer line, a 00:10:11
project that's currently under construction which. 00:10:16
I believe is to be completed sometime later this summer or early summer depending on how the weather treats it. So, but that's 00:10:22
where that money will come from. We have a little bit of extra in there which may help if we end up going if the project goes over 00:10:29
there was some contingency built-in. So we will address that as we get closer to completion of that project. 00:10:36
The Splash Three report just a reminder that those projects include monies that have been spent. 00:10:44
That are shown in the Gray column were spent on the fire Fire department's jaws of life and some future capital monies have been 00:10:51
set aside for the Police Department Harris Shoals Park. The projects that are currently underway right now is the site improvement 00:10:57
plan which you approved last month has to do with the paving and parking and then some Rd. money for Layla Lane. Earlier this year 00:11:02
we had. 00:11:08
To resurface Layla Lane and deal with some stormwater issues and under that road. So that's what those monies have been spent for. 00:11:14
We still have spent on We still have a fair amount of projects outstanding on Splice 3. 00:11:20
And money still coming in, so. 00:11:27
Let's see, there's just a report for you. I am there is a little bit of a discrepancy. I'm checking with the count, check with 00:11:31
County today, a little bit of discrepancy on the Splice 3 report and are lost. But we're working on that and we'll provide an 00:11:36
update when I get that information. But we are way ahead of where we were last year. I don't know, this is just through November. 00:11:41
This is the money we received in December. So I don't know if it really captures a lot from Costco because Costco opened in 00:11:46
November, but. 00:11:50
Yeah, it is what it is. It's up 15% is pretty good. 00:11:57
And then the ARP. This is the American Rescue plan money that is still not been appropriated. I know the council has considered 00:12:02
holding that right now until we find out about some grants because we'll need some matching funds. These funds are available for 00:12:07
the council to be used. 00:12:12
However they wish there are no restrictions on these monies anymore as the standard allowance was approved. 00:12:17
Affirmatively by the council back in April. So these are basically general fund money, but we're keeping them separate for 00:12:23
accounting purposes, both for the federal government and for ourselves. So that's a little bit of money that Y'all will still have 00:12:29
to make some decisions on. We'll talk about that probably at the retreat at some point. 00:12:34

On economic development, we've had 16 business business license renewals come in. 00:12:45
Those are all due. March 15th is the deadline before the penalties start accruing, so they're steadily coming in. 00:12:52

Those are only needed when there's, well we have renewals. But then we had a brand new and Lala's which I believe came was last 00:13:01
month came forward. I don't and I haven't heard any more about when they're going to open. I thought they were going to open next 00:13:06
week, but we haven't heard any more about it. I don't know if it's still happening. 00:13:11
And then excise tax collection report. So alcohol. 00:13:18
There may be some numbers missing in December. We're still trying to some of the some of the stuff doesn't come in exactly when 00:13:24
it's due. And so it just depends on when it comes in. It's due the 20th of every month. So that could be part of it. Julie is 00:13:28
checking on a couple things that the mayor asked us about and again we'll give you an update on those. 00:13:32
On the Hotel Motel we are now getting that, although we did not apparently receive December, but it looks like we've at least. 00:13:37
Addressed and found the the company is now paying us and realizes they have to pay us. So we're working on that. We also have some 00:13:44
issues with the luxury in which I'll we'll talk about perhaps a little bit tonight but with their tax issues. But we're getting 00:13:49
all that ironed out. It's new and we're excited to to see the the money's come in and and we'll help support the community 00:13:55

was going to point out. The Simonton Road Bridge Inn has been consistently at a 85th percentile, a 41 mile, 40 to 41 miles an 00:14:40

Through some increased effort, we have dropped that to 36 mph, so that's a significant decline. 00:14:51
In a very short period of time and that's just purely based on the fact that I've. 00:14:57
The ability to staff a number of officers out there on that roadway and stopping people and having some conversations on the 00:15:01

Thank you, Mayor. I would like to actually talk about both the site improvement plan and urban forest plan if possible. I talked 00:16:53
about that with Councilman Thomas as well. So I'll start with the site improvement plan that you should be familiar with this site 00:16:59
based on the the previous meetings in the last few months. And so the the total acreage of the site there on North Main Street is 00:17:05
about 6.65 acres. It's his own downtown, it is currently vacant. 00:17:11
There's some some pictures of the property, again as far as where it is located. 00:17:19
In relation to the rest of downtown and then you can see some recent pictures of the current state as a vacant piece of property. 00:17:23
A portion of it is is wooded and the applicant submitted extensive site development plans that wouldn't just include A1 page 00:17:31
sheet, which is maybe similar to what you would see here on your screen, but it was multiple pages including things such as 00:17:38
grading, drainage, storm water. There's a hydrology report that was associated with that as well, also erosion control plans. 00:17:45
The details of what we would need for. 00:17:53
I just don't have that approval as of tonight. So that would be one of the conditions that was listed. And finally, I know we're 00:19:00
going to talk about wastewater a little bit, but the City of Watkinsville does not control the water and sewer in the city of 00:19:05
Watkinsville. That does have to go in front of Oconee County Water Resources. So that would be a final condition there. So that is 00:19:09
the site improvement portion. I'll now shift to the Urban forest. The Urban Forest Board met last week to discuss the detailed 00:19:14
plans that were submitted. 00:19:19
These plans meet the requirements. 00:19:24
That's easy enough to resolve, but it was just a comment from the Urban Forest Board again recommending approval with those 00:19:58
conditions, so I'll be happy to answer any other questions you might have as it relates to site improvement plans or urban 00:20:03
forestry. 00:20:07

Just a reminder, we have, we haven't talked about urban forest or urban forestry in a while. So for benefit of the members of the 00:20:16
public who are here and online, that's designed to ensure doesn't prevent people from cutting trees down, but it's designed to 00:20:22
ensure that trees are replaced at an appropriate rate and over time we continue to maintain our tree canopy in Watkinsville. 00:20:28
Manager Dickerson, I'll leave it to you to talk about sewer capacity. Sure. So thank you, Mayor. So right now, the council has 00:20:35
allocated 86,490 gallons per day of the 100,000 gallons per day of capacity that was granted through the intergovernmental 00:20:41
agreement with. 00:20:47
Or the amendment to the 1991 water and sewer agreement with the county. 00:20:53
So when the applicant submitted their paperwork, they submitted for a lot more than what we thought they needed based on some 00:20:59
information. I spoke with Mr. Richardson about this as well and and Joe Moon as well, the. 00:21:06
We can certainly come back and look at that after a year, but I think the 24,000 gallons per day that the person said was not not 00:21:47
correct, so. 00:21:50
So we're recommending approval of 2063 gallons per day for their facility I believe you are looking at. 00:21:54
July of next year having it available, have it or needing it available next July. So we'll put that on our tracking worksheet as 00:22:03
well. We keep track of that. You do the the only requirement on that is that you do show progress on your building plan within six 00:22:09
months otherwise the council can decide to to retrieve that that capacity back should they grant it. 00:22:15

currently zoned in the county. After that, you'll have an annexation hearing and then an annexation vote if you deem it 00:25:36

And do so then finally you will have a zoning vote and that will conclude the process that will be all next month pursuant to 00:25:48

And just a couple items tonight. We had some scouts out here working a few Saturdays ago. All of you probably have seen the dry 00:28:52
stream bed that was installed adjacent to City Hall as part of the Miracle League project that was designed to capture a lot of 00:28:58

With the project, one of the challenges with that project is it was installed prior to the grass going down. So they installed the 00:29:09
rocks. They installed the dry Creek bed. Guess what went in the dry Creek bed? A bunch of mud. So we had a Boy Scout troop come 00:29:14
out and they removed. 00:29:19
Our city crew had done a little bit so I don't want to over credit, but they removed thousands of rocks. 00:29:26
Dugout All the mud they picked up, all of. 00:29:31
Landscape fabric and And then we relayed the landscape fabric, redid the dry Creek bed. It's about 90% complete mark and his team 00:29:36
will do it so. 00:29:41
Troops 7 came out and did what averaged about 40 hours. 40 man hours of work is what it turned out to be two Saturday mornings ago 00:29:46
and did a great job, so we're thankful for. 00:29:52
The Scouts of Troop 7 for coming out and supporting us and thankful for Mark's leadership on that project and we also had Alex 00:29:58
from Public Works helping us on that. They did a great job with the boys. 00:30:02

We work has begun at Rocket Field. The the foundation was poured today for our new scores tent and backboard at Rocket Field. And 00:30:16

So a lot has happened in there, even though it doesn't look like it yet and equipment is on site. So any day now we'll see that 00:30:36
work begin in earnest and continue to be excited about that. 00:30:40

to be working on strategic planning wise so. 00:05:52

project that's currently under construction which. 00:10:16
I believe is to be completed sometime later this summer or early summer depending on how the weather treats it. So, but that's 00:10:22
where that money will come from. We have a little bit of extra in there which may help if we end up going if the project goes over 00:10:29
there was some contingency built-in. So we will address that as we get closer to completion of that project. 00:10:36
The Splash Three report just a reminder that those projects include monies that have been spent. 00:10:44
That are shown in the Gray column were spent on the fire Fire department's jaws of life and some future capital monies have been 00:10:51
set aside for the Police Department Harris Shoals Park. The projects that are currently underway right now is the site improvement 00:10:57
plan which you approved last month has to do with the paving and parking and then some Rd. money for Layla Lane. Earlier this year 00:11:02
we had. 00:11:08
To resurface Layla Lane and deal with some stormwater issues and under that road. So that's what those monies have been spent for. 00:11:14
We still have spent on We still have a fair amount of projects outstanding on Splice 3. 00:11:20
And money still coming in, so. 00:11:27
Let's see, there's just a report for you. I am there is a little bit of a discrepancy. I'm checking with the count, check with 00:11:31
County today, a little bit of discrepancy on the Splice 3 report and are lost. But we're working on that and we'll provide an 00:11:36
update when I get that information. But we are way ahead of where we were last year. I don't know, this is just through November. 00:11:41
This is the money we received in December. So I don't know if it really captures a lot from Costco because Costco opened in 00:11:46

And then the ARP. This is the American Rescue plan money that is still not been appropriated. I know the council has considered 00:12:02
holding that right now until we find out about some grants because we'll need some matching funds. These funds are available for 00:12:07

However they wish there are no restrictions on these monies anymore as the standard allowance was approved. 00:12:17
Affirmatively by the council back in April. So these are basically general fund money, but we're keeping them separate for 00:12:23
accounting purposes, both for the federal government and for ourselves. So that's a little bit of money that Y'all will still have 00:12:29
to make some decisions on. We'll talk about that probably at the retreat at some point. 00:12:34

On economic development, we've had 16 business business license renewals come in. 00:12:45

Thank you, Mayor. I would like to actually talk about both the site improvement plan and urban forest plan if possible. I talked 00:16:53
about that with Councilman Thomas as well. So I'll start with the site improvement plan that you should be familiar with this site 00:16:59
based on the the previous meetings in the last few months. And so the the total acreage of the site there on North Main Street is 00:17:05
about 6.65 acres. It's his own downtown, it is currently vacant. 00:17:11
There's some some pictures of the property, again as far as where it is located. 00:17:19
In relation to the rest of downtown and then you can see some recent pictures of the current state as a vacant piece of property. 00:17:23
A portion of it is is wooded and the applicant submitted extensive site development plans that wouldn't just include A1 page 00:17:31
sheet, which is maybe similar to what you would see here on your screen, but it was multiple pages including things such as 00:17:38
grading, drainage, storm water. There's a hydrology report that was associated with that as well, also erosion control plans. 00:17:45
The details of what we would need for. 00:17:53
I just don't have that approval as of tonight. So that would be one of the conditions that was listed. And finally, I know we're 00:19:00
going to talk about wastewater a little bit, but the City of Watkinsville does not control the water and sewer in the city of 00:19:05
Watkinsville. That does have to go in front of Oconee County Water Resources. So that would be a final condition there. So that is 00:19:09
the site improvement portion. I'll now shift to the Urban forest. The Urban Forest Board met last week to discuss the detailed 00:19:14
plans that were submitted. 00:19:19
These plans meet the requirements. 00:19:24
That's easy enough to resolve, but it was just a comment from the Urban Forest Board again recommending approval with those 00:19:58
conditions, so I'll be happy to answer any other questions you might have as it relates to site improvement plans or urban 00:20:03
forestry. 00:20:07

Just a reminder, we have, we haven't talked about urban forest or urban forestry in a while. So for benefit of the members of the 00:20:16
public who are here and online, that's designed to ensure doesn't prevent people from cutting trees down, but it's designed to 00:20:22
ensure that trees are replaced at an appropriate rate and over time we continue to maintain our tree canopy in Watkinsville. 00:20:28
Manager Dickerson, I'll leave it to you to talk about sewer capacity. Sure. So thank you, Mayor. So right now, the council has 00:20:35
allocated 86,490 gallons per day of the 100,000 gallons per day of capacity that was granted through the intergovernmental 00:20:41
agreement with. 00:20:47
Or the amendment to the 1991 water and sewer agreement with the county. 00:20:53
So when the applicant submitted their paperwork, they submitted for a lot more than what we thought they needed based on some 00:20:59
information. I spoke with Mr. Richardson about this as well and and Joe Moon as well, the. 00:21:06
We can certainly come back and look at that after a year, but I think the 24,000 gallons per day that the person said was not not 00:21:47
correct, so. 00:21:50
So we're recommending approval of 2063 gallons per day for their facility I believe you are looking at. 00:21:54
July of next year having it available, have it or needing it available next July. So we'll put that on our tracking worksheet as 00:22:03
well. We keep track of that. You do the the only requirement on that is that you do show progress on your building plan within six 00:22:09
months otherwise the council can decide to to retrieve that that capacity back should they grant it. 00:22:15

And just a couple items tonight. We had some scouts out here working a few Saturdays ago. All of you probably have seen the dry 00:28:52
stream bed that was installed adjacent to City Hall as part of the Miracle League project that was designed to capture a lot of 00:28:58

With the project, one of the challenges with that project is it was installed prior to the grass going down. So they installed the 00:29:09
rocks. They installed the dry Creek bed. Guess what went in the dry Creek bed? A bunch of mud. So we had a Boy Scout troop come 00:29:14
out and they removed. 00:29:19
Our city crew had done a little bit so I don't want to over credit, but they removed thousands of rocks. 00:29:26
Dugout All the mud they picked up, all of. 00:29:31
Landscape fabric and And then we relayed the landscape fabric, redid the dry Creek bed. It's about 90% complete mark and his team 00:29:36
will do it so. 00:29:41
Troops 7 came out and did what averaged about 40 hours. 40 man hours of work is what it turned out to be two Saturday mornings ago 00:29:46
and did a great job, so we're thankful for. 00:29:52
The Scouts of Troop 7 for coming out and supporting us and thankful for Mark's leadership on that project and we also had Alex 00:29:58
from Public Works helping us on that. They did a great job with the boys. 00:30:02
